When they're behind, and they know it

The hardest part of being behind in reading is rarely the reading. It's that the material at your level is aimed at younger children, and everyone can tell.

Practice pitched at the child's actual level but written around their real interests solves most of that. A seven-year-old reading at a five-year-old's level will still read about dinosaurs, rockets or their own dog.

Because every sheet is generated fresh, the reading level and the subject matter move independently — which no fixed worksheet library can do.
